Salford’s Skyline Set for a Shake-Up: £1bn Construction Development in Manchester Approved
A £1bn Construction Development in Manchester has been approved in Salford, and it’s set to transform the city’s skyline completely.
Henley Investment Management has secured approval from Salford City Council to redevelop the northern section of Regent Retail Park into a brand-new neighbourhood, featuring 3,300 homes spread across ten towers. The tallest of these will rise to 78 storeys (272 metres), making it the highest skyscraper in Greater Manchester and the tallest in the UK outside of London.

Described as the biggest housing-led construction development in Manchester for 50 years, the project will deliver 660 affordable homes, a new public park, local shops, and space for healthcare and community facilities. The scheme is expected to generate £3.7 million a year in council tax and support thousands of jobs throughout the decade-long construction period.
While the plans have been welcomed by many for the investment and housing opportunities they’ll bring, they’ve also faced strong opposition from local residents and representatives. Concerns have been raised over the pressure it could place on schools, healthcare services, and local roads, with MP Rebecca Long-Bailey and several councillors calling for further consultation.
How Did the Council Vote For This Construction Development in Manchester?
Despite this, the council’s planning panel voted seven to three in favour of the development. Councillor Mike McCusker described it as a “once-in-a-generation opportunity” for Salford, highlighting the city’s urgent need for new and affordable housing. With over 5,000 people currently on the waiting list, the approval marks a major step forward in tackling local housing demand.
Traffic modelling also showed that the development is unlikely to have a major impact on congestion, with plans in place for improved pedestrian and cycle routes, and a new bus gate to ease movement through the area. The site’s current retailers have been invited to return once construction is complete.
